If enough tools are checked out between May and October 2008, a steering committee will be formed whose goal will be to turn the Santa Rosa Tool Lending Library into a licensed non-profit.

Small scale infrastructure: Library automation, website, tool circulation and storage.
Loan tools informally
Tool Donations: Accept tool donations as an unlicensed non-profit.
Phase 2: Development (Current)
Board of Directors & Steering Committee
Funding: Endorsements - Sponsors - Private - City -CountyStore front
Insurance: Majority of the overhead needed to fund a tool lending library.
Phase 3: Expansion
Tool-Mobile/Store fronts: Bringing tools to all Sonoma County residence.
Workshops and Classes: Taught by local professionals
